Yeah we have actual music and art teachers who are paid to teach these subjects. If I were a teacher, i don't think I'd want to make all this extra effort to do volunteer arts activities when already you are so busy as a teacher.
Unfortunately, arts programs are always first to be cut when there are massive budget problems. California education has gotten rather horrible :|. The music program has still managed to stay afloat, though, somehow, in most schools.
