I find it funny how you managed to in a way 'share' the credits for two such different classes as Arts and P.E. :-)
The wasn't really anything like the Band you are describing when I graduated, yet we did have Singing and Drawing (the other one, не черчение, а рисование) during primary and first year or two of secondary school.
Later though, the only Art-like education we had was not a class but the half-voluntary affairs even thouugh 80% of us took part in it - we had a sort of theatre in school and high-schoolers staged one play a year with younger kids aiding.
But that was in our school, and even though I am pretty sure many others had/have something like that, it's the affair of the teachers to organize it and it is all 'extra' and not part of the education plan.
